Asbestos clearance certificates come up at the end of removal jobs and at the start of demolition jobs. Get the wrong type or skip it altogether and you can hold up the certifier, the slab, the build — or worse, get a SafeWork NSW visit.
What an Asbestos Clearance Certificate Is
It's a written report from an independent licensed assessor confirming that an area is free of asbestos contamination after removal works. It's not just a tip docket and it's not a SWMS. It is the document that says: removal is complete, the area is safe for reoccupation, and supporting evidence (visual inspection plus monitoring where required) has been verified.
Bonded vs Friable — Different Rules
Bonded asbestos (fibro sheet, vinyl tile backing, eave lining): a Class B licence is sufficient and a clearance certificate is required if more than 10 m² has been removed. Air monitoring is not mandatory but many certifiers prefer it.
Friable asbestos (lagging, vermiculite, fire-rated boards): Class A licence required, mandatory air monitoring and a clearance certificate before reoccupation, regardless of quantity.
Who Can Issue One
An independent licensed asbestos assessor — not the removalist. NSW requires the assessor be independent of the removal team. Some larger demolition contractors carry an in-house assessor, but for residential jobs the most common arrangement is a separate consultant who attends the final clearance walk.
