Two Methods

Partial fill-in: break the top of the shell, perforate the floor for drainage, fill and compact. Cheaper and faster but the land may have build/setback implications.
Full removal: break out and remove the shell, fill with engineered fill and compact. More expensive but no future structural restrictions.
